CARSA, Community Action to Reduce Substance Abuse, is a community coalition dedicated to substance abuse prevention throughout Portland/Multnomah County, Oregon
CARSA members include civic leaders and community volunteers. Topic-specific committees report to the CARSA Leadership Council, thereby ensuring that all levels of the community participate in coalition success.
Members assist in setting goals and priorities for the coalition, and assist the Portland City Council in their call to reduce substance abuse throughout the community. Currently, CARSA is funded through multiple sources, including a federal Drug-Free Communities grant.
Portland City Council Unanimously Approves City-Wide Drug Strategy
The Portland City Council unanimously endorsed a sweeping blueprint for a five year, city-wide drug strategy designed to provide a “better life for all of Portland’s children and families, neighborhoods, and businesses.”
