CARSA, Community Action to Reduce Substance Abuse, is a community coalition dedicated to substance abuse prevention throughout Portland/Multnomah County, Oregon
CARSA members include civic leaders and community volunteers. Topic-specific committees report to the CARSA Leadership Council, thereby ensuring that all levels of the community participate in coalition success.
Members assist in setting goals and priorities for the coalition, and assist the Portland City Council in their call to reduce substance abuse throughout the community. Currently, CARSA is funded through multiple sources, including a federal Drug-Free Communities grant.

Below you will find information on four of CARSA's current projects.

Youth.Voice.Influence: Portland Social Norms Project. Youth.Voice.Influence: Portland Social Norms Project engages two targeted communities to prevent underage drinking, and empowers teens to develop and execute a related media campaign that can be replicated in other areas of the county. The project is a collaborative effort of Multnomah County, Oregon Partnership (OP), and Wilson High School and Marshall Campus. . Click here for more information.

Summer Film Project:. SCENE, or Students Creating Entertainment for Neighborhood Empowerment, was a summer 2010 project in which teens in east Portland produced documentary films that promote positive community change.
SCENE involves youth, Oregon Partnership, Oregon High Intensity Drug Trafficking Areas, the Portland Police Bureau’s East Precinct, Free Arts NW and Portland Community Media. . Click here for more information.

Prescription Drug Abuse:. CARSA and Oregon Partnership have identified the growing problem of prescription drug abuse as a key issue. CARSA is working on several fronts, including having helped coordinate a highly successful statewide Prescription Drug Turn-In Day this past March, during which a record amount of prescription drugs were collected at 30 sites.. Youth Advisory Council:.. The Youth Advisory Council (YAC) is an impassioned group of teen leaders from diverse backgrounds who collaborate to help guide Oregon Partnership and CARSA.
YAC members play an important role in Above the Influence (ATI), helping drive and affect media coverage locally for this national campaign.
